Malaysia's Higher Education Landscape: International Students Represent a Modest Slice of the Pie

A recent analysis of enrolment figures reveals that international students constitute a relatively small fraction of the total student population in Malaysia's higher education institutions, directly addressing concerns about their impact on local student opportunities.

Contrary to some perceptions, the Ministry of Higher Education (MOHE) has clarified that international students play a specific role within the nation's academic ecosystem, primarily at the postgraduate level, and do not appear to be displacing Malaysian students from undergraduate programmes.

Unpacking the Numbers: A Clearer Picture of Enrolment

As of December 31, 2025, the total enrolment across all public and private higher education institutions (IPTs) in Malaysia stood at a substantial 1,264,541 students. Of this significant cohort, 159,138 were international students, representing 12.6 per cent of the total.

The overwhelming majority, 1,105,403 students, are Malaysian nationals, making up a commanding 87.4 per cent of the student body. This data, sourced from the MyMoHES system, provides a clear statistical overview of the current demographic within Malaysian higher education.

Public Universities: A Strong Local Foundation

Focusing specifically on public universities, the data further solidifies the dominance of local students. Total enrolment in these institutions reached 634,706 students.

Within this group, international students accounted for 56,565 individuals, or 8.9 per cent of the total. This leaves a robust 91.1 per cent, comprising 578,141 students, as Malaysian citizens, underscoring the primary focus on serving the domestic student population.

The Postgraduate Advantage: Where International Students Shine

A deeper dive into enrolment by study level reveals a distinct pattern. Undergraduate programmes are overwhelmingly populated by Malaysian students. Out of 520,105 students pursuing bachelor's degrees, a remarkable 502,212 are Malaysians, accounting for 96.56 per cent.

International students at the undergraduate level numbered 17,893, a mere 3.44 per cent. This stark contrast highlights that the vast majority of international students are not vying for the same entry-level undergraduate positions as Malaysian school leavers.

Postgraduate Enrolment: A Hub for Global Talent

The landscape shifts significantly at the postgraduate level, where international participation is more pronounced. A total of 114,601 students are enrolled in master's and doctoral programmes.

Of these, 75,929 are Malaysian students (66.26 per cent), while 38,672 are international students (33.74 per cent). This indicates that Malaysia is a significant draw for advanced studies, attracting global talent to its research and innovation hubs.

Research Universities: Catalysts for Global Collaboration

Concerns have been raised regarding the presence of international students at Malaysia's five esteemed Research Universities. However, the data suggests these institutions are strategically leveraging international enrolment to bolster their research output and global standing.

These five universities collectively host 186,824 students. Of this number, 145,727 (78 per cent) are local students, while 41,097 (22 per cent) are international students. This composition aligns with the mandate of research-intensive institutions.

Enriching the Research Ecosystem

The presence of international students at Research Universities is viewed as integral to fostering a dynamic research environment. Their diverse perspectives and experiences contribute to innovation, international collaboration, and the overall enhancement of Malaysia's academic reputation on the global stage.

This strategic internationalisation is not seen as a zero-sum game but rather as a means to elevate the quality and impact of Malaysian higher education and research.

Malaysia's Appeal: A Magnet for International Scholars

Malaysia continues to solidify its position as a preferred destination for international students seeking quality higher education. The nation attracts scholars from across the globe, with a notable presence from countries like China, where 32,549 students are currently enrolled.

This appeal is multifaceted, stemming from the recognized quality of the education system, competitive tuition and living costs, a welcoming and peaceful environment, and a vibrant multicultural society. The widespread use of English as a medium of instruction further enhances its attractiveness to a global audience.

The Ministry of Higher Education remains steadfast in its commitment to safeguarding access to education for Malaysian students. This priority is balanced with a strategic vision to advance the internationalisation of higher education.

The goal is to ensure that Malaysian institutions not only remain competitive on the world stage but also achieve global recognition for their academic excellence and research contributions, ultimately benefiting both local and international students.
