For 12-year-old Muhammad Qalish Mikhail Masri, the new toy library has been a revelation. Previously, his free time was often spent at home with his toys or on a mobile device. Now, his days are filled with a newfound happiness, thanks to the abundance of toys and activities available to share with his neighbors and friends.

"On the first day we came here, I felt really excited," he shared, his eyes alight with enthusiasm. When asked about his favorite treasures within the library, he enthusiastically pointed to the Ben 10 action figures and the intricate Lego sets, each promising hours of imaginative adventure.

His mother, Linda Mat Desa, observed him with a proud smile, witnessing his deep engagement with the activities and his interactions with other children. She wholeheartedly supports the concept, stating, "I wholeheartedly agree that access to play should not be considered a luxury, but rather a tool for learning, creativity and social development."

She further emphasized the rapid learning and remarkable imagination of children his age, highlighting how crucial such environments are. The presence of this child-friendly facility within their residential compound has brought a tangible sense of excitement and possibility to their community.

Community-Driven Creation: By the Residents, For the Residents

The journey to establish this unique toy library was a collaborative effort, spearheaded by the Apartment Desa Mutiara Residents Association. Chairman Zahir Al Fadzil Ahmad explained the meticulous process of selecting the ideal location, working closely with the local council.

Several potential sites were considered, including a study room in a nearby flat block. However, the final decision landed on the current location – an open space already familiar to children for outdoor play. This choice was driven by practicality, accessibility, and a desire to maximize visibility and safety.

“Other sites were eventually ruled out because they were either too secluded or located too far from security oversight, which raised safety concerns,” Zahir Al Fadzil explained. The chosen spot, conveniently situated in front of the management office and near the apartment compound’s entrance security post, offered the perfect blend of accessibility and oversight.

A Collective Effort: Donations and Dedication

The response from the neighborhood has been overwhelmingly positive. Even before the official launch, children were buzzing with excitement, and parents have shown strong support for this new amenity. The library's current collection of children's books, puzzles, and educational toys is a testament to the community's generosity, with most items contributed by residents themselves.

Operating from 8 am to 10 pm, the toy library welcomes children from kindergarten through secondary school. To ensure its smooth operation and upkeep, a dedicated subcommittee of volunteer 'junior librarians' has been formed. He reiterated the fundamental importance of play, stating, “Access to play must be seen as essential, not a luxury, because this would help children realise or imagine their future aspirations, whether as teachers, scientists, doctors or even good parents.”

This initiative extends beyond simply providing toys and books; it is a key component of the Petaling Jaya City Council’s ambitious vision to cultivate a more child-friendly city. This aligns perfectly with the United Nations Children’s Fund’s (Unicef) global objective of creating urban environments that are safer, more inclusive, and actively supportive of children's development.

“We hope this toy library facility can serve as a platform to nurture children’s character development and creativity through interactive learning activities in a conducive and enjoyable environment,” stated PJ Mayor Datuk Mohamad Zahri Samingon during the facility’s launch. He added that the initiative is also designed to strengthen community bonds and promote a more active, caring, and harmonious neighborhood culture.

The Mayor underscored the core philosophy driving this project: "play is learning." He emphasized that play is recognized as a critical medium for children's cognitive, social, and emotional development. Petaling Jaya's designation as the first UNICEF Child Friendly City in Malaysia in 2023 further solidifies its commitment to advancing children's rights within its urban planning.

Expanding the Reach: More Play Spaces on the Horizon

The toy library at Apartment Desa Mutiara represents the fifth such facility established under this initiative, with an estimated cost of RM45,000 per unit. The city council has ambitious plans to launch three more in the coming year at Flat Desa Mentari, Flat PKNS Taman Dato’ Harun, and Flat Desaria Fasa 5A and 5B.

Currently, four other toy libraries are operational and serving their respective communities at Apartment Idaman, PPR Lembah Subang 2, Flora Damansara, and Pangsapuri Petaling Perdana. These libraries are vital hubs for learning and play across various neighborhoods.

Children's Voices Shaping Their Space

A distinctive aspect of this project is the emphasis on children's input. “We wanted this toy library to truly meet the children’s needs, that is why we asked for their ideas, including the design and facilities they wanted,” Mayor Mohamad Zahri explained. “We wanted the children to share their views on their preferred colours, paint and other details,” he continued. MBPJ Councillor (Zone 2) Chan Pak Keung highlighted the strategic selection of Apartment Desa Mutiara, noting the significant number of children residing there, a factor that contributed to the success of the first toy library in Damansara Damai at Apartment Idaman. He also praised the strong sense of community among the residents here.

“The other reason was that the Resident Association here has a strong sense of community and its members were very vocal on this issue after I told them I wanted to bring the toy library here,” Chan Pak Keung stated. The enthusiastic reception and willingness of the residents to actively participate were crucial to the project's approval and implementation.

From Vision to Reality: A Collaborative Journey

The process began with initial engagement sessions, starting in July of the previous year. These meetings involved approximately 30 resident committee members and parents, alongside nearly 100 children aged six to seventeen. This broad engagement ensured that diverse perspectives were considered.

Feedback from these sessions revealed children's desires for a creative, fun, and child-friendly community space, even envisioning the inclusion of modern technology like video games and computers. The toy library was conceived with the long-term goal of becoming self-sustaining, with residents and the local community taking full ownership of its upkeep, activities, and future development.

“I think every child needs a space, regardless of their family’s socioeconomic background,” Councillor Chan emphasized. He believes that regardless of the type of residence, "every child needs a space to play or hang out instead of being glued to their electronic devices." This underscores the fundamental need for dedicated spaces that encourage active engagement and social interaction, moving beyond passive screen time.
