As the dry season looms, Malaysia's Fire and Rescue Department (JBPM) is proactively intensifying its readiness for potential heatwaves and the ever-present threat of forest fires. The department is not waiting for the heat to intensify, but rather implementing a robust strategy to mitigate risks well in advance.

Early Warning Systems and Strategic Stockpiling

Director-General Datuk Seri Nor Hisham Mohammad revealed that a critical meeting with all state fire directors took place just two weeks ago. This high-level discussion was designed to ensure this year's preparations surpass those of previous years, incorporating lessons learned and anticipating future challenges.

The department has made significant investments to bolster its capabilities. "We have made thorough preparations," Hisham stated. He highlighted the successful procurement of 70 compact vehicles, which proved invaluable during recent fire incidents, and the acquisition of 80 additional portable pumps. These additions are key to strengthening their operational readiness.

Strategic Firebreak Creation and Enforcement

A cornerstone of tackling forest fires effectively lies in strengthening the implementation of national disaster management directives. This involves a multi-pronged approach, prioritizing the deployment of high-capacity pumps where water sources are accessible.

When water supply becomes a limiting factor, the department is prepared to pivot. The use of excavators and other heavy machinery will be crucial for creating firebreaks. This strategic approach aims to contain fires before they can spread uncontrollably.

Beyond direct intervention, Hisham emphasized the importance of preventative measures. The department has formally communicated with national disaster management agencies, urging continued enforcement patrols. These patrols, involving police and environmental departments, are vital to deterring and preventing open burning incidents that often ignite devastating fires.

Assessing the El Niño Impact

Regarding the outlook for forest fires this year, Hisham offered a cautiously optimistic assessment. Current forecasts, influenced by El Niño conditions in the Pacific, do not indicate an exceptionally severe situation. "The situation is not too critical, only slightly higher than usual," he explained.

Meteorological services are expected to issue timely alerts for specific regions or states that may require heightened attention. Despite the anticipation of drier weather, rainfall has continued, helping to keep the overall weather conditions under control for the time being.

Malaysia Takes Global Stage in Fire Chiefs' Confederation

In a significant development, Malaysia has been appointed vice-president of the Confederation of Fire Chiefs of Asia and Oceania for the first time. This prestigious appointment occurred during the organization's general assembly, which brought together representatives from 24 member countries.

Hisham described this recognition as a major achievement for Malaysia within the confederation, an organization established six decades ago to foster collaboration among fire chiefs across the Asia-Oceania region. The presidency of this body is automatically held by the Tokyo Fire chief, who also designates three deputies.

A Platform for Shared Expertise

This international platform serves as a vital conduit for the exchange of expertise, innovative ideas, and best practices among member nations. It is particularly instrumental in addressing the complex challenges posed by disasters and emergencies prevalent in the region.

The gatherings also provide invaluable opportunities for learning from the diverse disaster and fire risk reduction initiatives implemented by other countries. For instance, Japan regularly shares its advanced earthquake preparedness measures. While Malaysia may not face the same seismic threats, such insights offer crucial lessons for enhancing national readiness across various disaster scenarios.
